This is a place for announcements (events, seminars, meetings, training, etc.), which would be updated by the site administrator(s). It makes sense to have them here as well as in the blog area; having them in the blog increases exposure and allows people to ask questions, and having them here keeps posts from pushing the announcements down the page (and sometimes even off the page, at times of high posting activity).
